The Institute for Public Policy & The Region (IPPR) wants government support for carbon capture and storage (CCS) to be reinstated.
In a new report, the think tank said the UK Government should consider creating a catapult centre for CCS in the North of England.
Similar catapult centres for energy systems and offshore renewable energy have helped to developed technology.
The IPPR prepared the report on behalf of the Northern Energy Taskforce.
Shale gas extraction
As well as support for CCS, the taskforce also wants a clear framework for shale gas extraction, governed by the Environment Agency.
The IPPR said: “CCS and shale gas fracking both have the potential to offer some economic benefits, and benefits that could be realised in and for the North. “
“But each runs the risk of being presented as a panacea and needs to be considered in a wider context.”
